Managing Director, Eastern Region
Managing Director of Lowe Enterprises Real Estate Group, Eastern Region, with overall responsibility for commercial property investment, development and management activities in the region. Previously, Mr. Balaban was the acquisitions officer of the Washington Real Estate Investment Trust. Prior to that he was an architect and real estate consultant active in the New England area where he was a Registered Architect in Massachusetts. Senior Vice President
Senior Vice President and National Director of Operations of Lowe Enterprises Real Estate Group, oversees the operations of all commercial properties within the U.S. and is responsible for the operational underwriting of commercial acquisitions and dispositions in the Western region. Previously, Ms. Cook was an asset manager for a residential investment company. She is past-President of the Orange County Chapter of the Institute of Real Estate Management and a member of Building Owners and Managers Association and the National Association of Industrial and Office Properties. She was selected as one of Real Estate Southern California’s 2008 Annual Women of Influence honorees. Ms. Cook is a Certified Property Manager. Education: University of California at Irvine, BA; MBA

Senior Vice President of Lowe Enterprises Real Estate Group responsible for commercial and industrial development and Lowe’s full service real estate management platform in the western region of the United States. His diverse experience includes commercial, industrial, institutional, and residential projects. He is a licensed general contractor in the State of California and a Communication & Technology Commissioner with the City of Calabasas.

Senior Vice President of Lowe Enterprises Real Estate Group responsible for community development in the Central Region. He currently serves as the General Manager for Macanta, a 2043-acre master planned golf course community in Castle Rock, CO. Previously he was President of Park Homes and Division President of Engle Homes Colorado, a top ten homebuilder in the Denver Metro area. He currently serves as Executive Committee member and is past president of HomeAid Colorado, is a board member for the Homebuilders Association of Metropolitan Denver, and a member of the Burns Society of the School of Real Estate and Construction Management, University of Denver. Mara E. Fabian, Senior Vice President of Lowe Enterprises Real Estate Group, responsible for asset management in the Central Region including Colorado, Illinois and Texas. Previously, Ms. Fabian was a financial services analyst for Cushman & Wakefield of Colorado and was director of acquisitions/business development for HealthSouth Corporation. Vice President of Lowe Enterprises Real Estate Group, Western Region, responsible for assisting in development project management. Previously she was an associate with The CAC Group in San Francisco where she worked on over $300 million of commercial property acquisitions and dispositions, and on leases totaling 3.5 million square feet. She is a member of Urban Land Institute and active in its Young Leadership Group. Education: University of California at Berkeley, BA; Kellogg School of Management at Northwestern University, MBA.
Senior Vice President for Construction
Senior Vice President for Construction for Lowe Enterprises and the Real Estate Group responsible for construction oversight for the firm and the Real Estate Group. Mr. Howe’s responsibilities include overall performance of construction management practices, project performance and support, oversight of all physical and environmental due diligence activities, team development and leadership, management of consistent policies/procedures, and management of project level issues involving team capabilities, and risk management. He has extensive experience in new and renovated construction projects, having worked for a construction management company as well as several prominent general contractors. He has been involved with the management and construction of projects totaling over $250 million. Gordon has been an integral team member in Lowe’s acquisition of over $ 1 billion dollars in hotel and commercial real estate properties. He is a licensed California general contractor. Vice President and Property Manager
Vice President of Lowe Enterprises Real Estate Group and Property Manager responsible for commercial and retail projects in Orange County and San Diego County,, CA. Her responsibilities include leasing, on-site management and supervision of management for those properties. She is a licensed California Real Estate Salesperson and a member of the Orange County Building Owners and Managers Association.

Senior Vice President of Lowe Enterprises Real Estate Group, responsible for the firms’ Northern California commercial property acquisitions, investments and developments. Previously, he was director of Northern California acquisitions for Hines in San Francisco where he completed more than $1 billion of acquisitions totaling over 4 million square feet of commercial space. He is a veteran of the U.S. Army and served on active duty having reached the rank of Captain prior to his honorable discharge. Ms. Lieberson was previously with R&B Commercial Realty Group. She is a licensed California Real Estate Salesperson and a member of the Building Owners and Managers Association and IREM. Mr. McNerney is also currently responsible for the $450 million public/private re-development of the San Diego County Operations Center, San Diego, CA. Previously, Mr. McNerney was Project Manager for S. Systems Corporation where he was involved with Air Force communications programs. He is a past-President and current board member of the San Diego Chapter of NAIOP, and a member of the Commercial Real Estate Development Association, the Urban Land Institute and the International Council of Shopping Centers. While with Lowe, Mr. Waggoner has been responsible for over $2 billion of institutionally owned real estate. Previously, Mr. Waggoner was an independent consultant involved in various aspects of development, management and marketing of real estate portfolios for institutional clients. Senior Vice President of Lowe Enterprises Real Estate Group, responsible for commercial property acquisitions and development management in Southern California. He co-manages Lowe’s New Markets Tax Credits allocation and public-private partnership activities, and currently oversees the firm’s assignment with the City of Compton. His past developments include the Exchange, a 1.8 million square foot mixed-use development in Hawthorne, Calif. He also directed the development of the 210,000-square-foot, three-building Calabasas Commerce Center and the 140,000-squarefoot Arboretum Courtyard in Santa Monica. He is a member of the Urban Land Institute, the International Council of Shopping Centers, the US Green Building Council (USGBC), and serves on the Executive Board of Directors of the Southern California chapter of NAIOP.
